My request is pursuant to California Government Code Section 6250, et seq. I previously sent you this request on November 1, 2019, from the L.A. County Jail. I am now in Pennsylvania at the above address. I will restate my request as follows: 

 

1. Please product for inspection and copy of: "Guidelines for Reviews of Body Worn and (In car) Video.." by LAPD's Professional Standards Bureau (August 27, 2015); 

 

2. Please produce for inspection and copy of all supplements and amendments to the herein above cited police at #1;

 

3. Please produce for inspection and copy of: "Special Order No. 7 Procedures for Obtaining Recorded Video Files from the Digital In-Car Video System for Purposes of Court Hearing" (March 20, 2010);

 

4. Please produce for inspection and copy all supplements and amendments for the herein above cited request at #3;

 

5. Please produce for inspection and copy: "Special Order No. 45";

 

6. Please produce for inspection and copy of all supplements and amendments for the herein above cited request at #5;

 

I supplement the following requests:

Our December 2, 2019 response to Request Number 19-6863 was mailed to you which was returned as undeliverable due to the Los Angeles address you provided. This response addresses your December 11, 2019 revised Request Number 20-315.

 

Your request was made under the California Public Records Act (the Act). The Department is cognizant of its responsibilities under the Act. It recognizes the statutory scheme was enacted to maximize citizen access to the workings of government. The Act does not mandate disclosure of all documents within the government’s possession. Rather, by specific exemption and reference to other statutes, the Act recognizes that there are boundaries where the public’s right to access must be balanced against such weighty considerations as the right of privacy, a right of constitutional dimension under California Constitution, Article 1, Section 1. The law also exempts from disclosure records that are privileged or confidential or otherwise exempt under either express provisions of the Act or pursuant to applicable federal or state law, per California Government Code Sections 6254(b); 6254(c); 6254(f); 6254(k); and 6255.

 

For item 1 through 6 of Request Number 20-315, the documents were provided to you in Request Number 19-6863 which is enclosed. We also responded to items 8 through 12 in that same request. Also note that in this request, item 8 is the same as item 12 previously responded to.

 

In this request, we are addressing item number 7 below:

 

  1. Please produce for inspection and copy of all policies and procedures governing In car Mobile Data Computer (“MDC”), that are used in police cruisers by LAPD;
