 Dear Requester:

We reviewed your request for:

“LATACO.com requests the following statistics:

*LAPD'S estimate of the number of unlicensed cannabis dispensaries operating in the city

*The number of cannabis dispensaries shut down by LAPD for being unlicensed and the total number of arrests made at illegal dispensaries (for 2018 and 2019)

*The number of search warrants that were issued for 2018 and 2019” (sic)

Your request was made under the California Public Records Act (the Act). The Department is cognizant of its responsibilities under the Act. It recognizes the statutory scheme was enacted to maximize citizen access to the workings of government. The Act does not mandate disclosure of all documents within the government’s possession. Rather, by specific exemption and reference to other statutes, the Act recognizes that there are boundaries where the public’s right to access must be balanced against such weighty considerations as the right of privacy, a right of constitutional dimension under California Constitution, Article 1, Section 1. The law also exempts from disclosure records that are privileged or confidential or otherwise exempt under either express provisions of the Act or pursuant to applicable federal or state law, per California Government Code Sections 6254(b); 6254(c); 6254(f); 6254(k); and 6255.

The responsive documents have been provided to you as follows:

*LAPD'S estimate of the number of unlicensed cannabis dispensaries operating in the city (Date range - January 1, 2018 through May 10, 2020 -- From May 13, 2020 message response from requester)

Response:

2020 JAN. = 89

2019 JAN. = 303

2018 = 400 (approx.)

*The number of cannabis dispensaries shut down by LAPD for being unlicensed and the total number of arrests made at illegal dispensaries (for 2018 and 2019). (Date range - January 1, 2018 through May 10, 2020 -- From May 13, 2020 message response from requester)

Response:

2020 MAY = 13 of 89

2019 DEC. = 205 of 303

2018 no responsive record for shutdowns because LAPD only started tracking in 2019.

In addition to the above responses, the total number of arrests (2018, 2019 and 2020) responsive statistics have been provided to you in the file named “CANNABIS-RELATED PART 1 CRIMES.pdf” .

*The number of search warrants that were issued for 2018 and 2019

Response: With regards to search warrants, the department does not issue search warrants. It is the County Superior courts that issues search warrants and these records can be obtained by contacting them or by visiting their website:
