To whom it may concern:

Pursuant to the California Public Records Act and the implementing regulations of the Los Angeles Police Department, I make the following request for records.

In 2015, the Los Angeles Police Department participated in a program to install “Ring” video doorbells on 41 homes near Koreatown for free. Ring is a company that enables users to receive real-time alerts from neighbors, local law enforcement and the Ring team that inform of crime and safety alerts as they happen. Ring was acquired by Amazon in 2018. It also relies on a mobile application called “Neighbors.”

Neighbors allows users to view local crime and safety posts via a live feed or interactive map, as well as share text updates, photos and videos taken on any device, including Ring’s home security devices.

We are seeking further information about the implementation and use of these devices and apps and do so solely in the public interest.

Requested Records

I request the L.A.P.D. produce the following records:

  1. All records related to the Ring pilot program in which L.A.P.D. participated between July and December 2015, including any responsive records created before the pilot program started or after it was completed.

Additionally, we ask for all records responsive to the requests detailed below created within the following time period: October 1, 2018 and June 17, 2019.

  1. Any records related to assessment, purchase, acquisition, or implementation of applications or products provided by, or purchased from, Ring.
  2. Any records of communications related to Ring or the Neighbors app.
  3. Any records of communications related to Ring between L.A.P.D. and representatives of Amazon (or Ring), including but not limited to Raymond Pollum and Kirk Friedman of Ring’s Law Enforcement Partnerships division.
  4. Any records referencing Ring CEO Jamie Siminoff.

 

Types of Records

We seek all responsive records regardless of format, medium, or physical characteristics. In conducting your search, please understand the terms “records” and “communications” in its broadest sense, to include any written, typed, recorded, graphic, printed, or audio material of any kind. We seek records of any kind, including electronic records, audiotapes, videotapes, and photographs, as well as letters, emails, facsimiles, telephone messages, voice mail messages and transcripts, notes, or minutes of any meetings, telephone conversations or discussions. Our request includes any attachments to these records. No category of material should be omitted from your search.

Request for Fee Waiver

We request a waiver of fees associated with processing this request for records.

As a full-time reporter employed by Gizmodo, I am a representative of the news media. Gizmodo is an online news organization that gathers information of potential interest to a segment of the public, uses its editorial skills to turn the raw material into distinct work, and distributes that work to the public free of charge.

Disclosure of the information sought by Gizmodo is in the public interest because it is likely to contribute significantly to public understanding of the operations or activities of government and law enforcement. The information sought is not primarily in the commercial interest of the requester.

Regardless, Gizmodo is willing to pay fees for this request up to $50 without prior approval. If you estimate that the fees will exceed this limit, please notify me first.

Dear Requester:

 

I have reviewed your request for records, and the responsive documents have been provided to you.  We have contacted the divisions regarding the Ring program, and have confirmed that the program was managed by Ring, and that everything was handled on Ring's end. The Department's only participation was to monitor crime levels in the affected areas, which is something that the Department does anyway.  Therefore, the Department has no further records than what has already been released to you.
