Good day, LAPD. I am interested in LAPD challenge coins.  In particular:

 

1. I will take the position that each such coin in the possession of an LAPD employee, whether sworn or non-sworn, is in itself a public record and subject to the CPRA.  I would like to see an example of each one.  In lieu of inspecting physical coins I am happy to accept some kind of accurate image of each challenge coin used by LAPD officers.

 

2. Regulations concerning challenge coins, if any.

 

3. Records pertaining to the design, approval, rejection of proposed challenge coins. Do units have to get permission for their designs, to issue a coin, like that?  This is the kind of thing I'm looking for here.

 

4. Invoices, order forms, and similar things created when arrangements are made by a unit for the issuance or reissuance of challenge coins.

 

I would like these records from January 1, 2010 through April 30, 2019.

Your request was made under the California Public Records Act (the Act). The Department is cognizant of its responsibilities under the Act. It recognizes the statutory scheme was enacted to maximize citizen access to the workings of government. The Act does not mandate disclosure of all documents within the government’s possession. Rather, by specific exemption and reference to other statutes, the Act recognizes that there are boundaries where the public’s right to access must be balanced against such weighty considerations as the right of privacy, a right of constitutional dimension under California Constitution, Article 1, Section 1. The law also exempts from disclosure records that are privileged or confidential or otherwise exempt under either express provisions of the Act or pursuant to applicable federal or state law, per California Government Code Sections 6254(b); 6254(c); 6254(f); 6254(k); and 6255.

 

The Department has previously provided you with responsive documents. We are providing you with additional documents and closing this request.

Dear Requester:

 

We reviewed your request where you expressed interest in LAPD challenge coins with particulars as follows:

  • I will take the position that each such coin in the possession of an LAPD employee, whether sworn or non-sworn, is in itself a public record and subject to the CPRA.  I would like to see an example of each one.  In lieu of inspecting physical coins I am happy to accept some kind of accurate image of each challenge coin used by LAPD officers.

         Response: We reached out and obtained various challenge coins and they have been provided to you.

  • Regulations concerning challenge coins, if any.

         Response: There is no Department policy on Challenge coins. Each Division creates a station fund coin.      The coin is approved by the commanding officer of that division or area. They are sold until they run out.

  • Records pertaining to the design, approval, rejection of proposed challenge coins. Do units have to get permission for their designs, to issue a coin, like that?  This is the kind of thing I'm looking for here..

         Response: There is no Department policy on the design, approval, or rejection of a proposed coin. As was  stated, the commanding officer of a division or area has to approve the coin. 

  • Invoices, order forms, and similar things created when arrangements are made by a unit for the issuance or reissuance of challenge coins.

         Response: Invoices, order forms and similar things vary from vender to vender and division because different venders are selected by divisions. We obtained one such invoice and it has been provided to you.
